New Bans and ATF Regs
During the Clinton Era, ATF shut down over 30,000 Home based FFLs with State Tax initiatives. With the new Dems in control of DC, and more changes coming soon, ATF already has raised the bar both on new applicants and renewals.
1. NEW BANS (see MoreBans.org) are already either law, or well on their way toward enactment.
2. HOME BASED FFLs and Store FFLs who want hours by appointment or who sell less than 100 items a year, MUST be Certified Gunsmiths.
3. The Unlicensed Home Warehouse Exception, which allows inexpensive office or classroom rentals, with related HOME, Collector, Web or Gun Show FFL, is now being limited to Firearms Instructors in many regions, and will be a National requirement in coming months.
4. Recent manufacturing regs (August 2008) that used to allow exceptions for gunsmithing now require a Class 2,6, or 7, or Reloader Certification, if you are even just adding stocks or doing Duracoating!
5. WEB and gun show sellers are being strictly limited by new background check legislation and new Gunsmith, Reloading and Firearms Instructor warehouse regs. ONLY Gunsmiths, Firearms Instructors, Reloaders and a couple other categories of FFL still get a "pass" when certified for many of the old "exceptions" for Closed door web warehouses, Gun Show FFLs, Collector FFls, Office FFL's, Home FFL's and many other approvals.
